Risk Management Planning

Emergency Management is what we do when our Safety and Security expectations fail. Business Continuity are the plans that return us to normal operations as quickly as possible. You can’t have one without the others. Combined they make up a Risk Management Program.

Companies become so focused on maintaining or advancing their business that they often forget to plan for the risk associated with daily operations.  Proper management of these risks would allow them to stay in business.  Ignoring them could be catastrophic.

It’s not enough to just have a plan.  In fact, the plan is probably the last thing you’ll look for when the crisis begins.  You’ll rely on the strength of your team to make the right decisions at the right time.  The value of the plan is to teach them how to make good decisions based on a strategy that you created for those events that could happen on your property.

It’s also about creating defensible space.  Defensible space includes the protection of your employees and guest.  However, it also protects your company and you from the consequences of the decisions that were made during the event.  How you operate your property during normal business cycles sets the tone for how you will conduct business during the crisis.

Steve Jordan
Executive Officer, Risk Management

Steve Jordan

Steven Jordan is the founder of Traiden Global Solutions and the BESS Resource Center. Mr. Jordan has over 42 years of experience and is recognized throughout public and private industry as a leader in Safety, Security, and Emergency Management System development. He has developed a standard for strategic planning, and instructional delivery that has been adopted by agencies throughout the United States and in 32 countries. Mr. Jordan’s goal is to provide companies and agencies the opportunity to perform their job function in an integrated, safe, and responsible fashion providing protection to life, property, and the environment.

Mr. Jordan has earned and appreciates the confidence of his clients, including petroleum, chemical, mining, aerospace industry, manufacturing; and city, county, state and federal emergency management teams throughout the United States and abroad. With more than 20 publications in Spanish and English, he has been instrumental in developing emergency management systems worldwide.

Tom Robert
Police and Law Enforcement

Tom Robert

Tom Robert recently retired as Assistant Sheriff of the Las Vegas Metropolitan Police Department (LVMPD). Tom has been in Law Enforcement for over 30 years serving as a Law Enforcement Specialist in the United States Air Force for 9 ½ years and a Police Officer with the LVMPD the last 24 years. During his tenure at LVMPD, he rose through the ranks from Police Officer to Assistant Sheriff working a wide variety of assignments. Tom was appointed to Assistant Sheriff in December 2015 responsible for the Law Enforcement Investigations and Support Group.

Tom is the recipient of three Unit Medals of Valor, three Unit Exemplary Service Awards and a Unit Community Service Award. He is a member of the International Association of Chiefs of Police, the Nevada Sheriffs’ and Chiefs’ Association, and the Police Executive Research Forum. He is also the President for the Friends of Las Vegas Metropolitan Police Foundation.

Mr. Roberts has an Associate Degree in Criminal Justice from the Community College of Air Force, a Bachelor of Arts Degree in Education from the University of Nevada, Las Vegas (UNLV) and has recently completed his Master’s in Human Relations from the University of Oklahoma.

William Racowschi
Fire & Rescue

William Racowschi

William Racowschi served as Fire Chief for the City of Torrance from August 2008 to December 2015. He was the 12th Fire Chief in the City’s history. He retired in December 2015 after over 35 years of service for the City of Torrance.

He began his fire service career in 1979 with the City of Burbank and was hired by the Torrance Fire Department as a Firefighter in 1980 and moved up through the ranks to Fire Engineer (1986-1992), Captain (1992-1999), and Battalion Chief (1999 to 2008). As a Fire Captain, he served as a Station Supervisor for an area responsible for a 150,000 barrels-per-day production refinery and as the Department’s Training Coordinator, responsible for the training of several fire recruit classes. As a Battalion Chief, he directed the department’s Fire Suppression and Technical Rescue programs, overseeing training, budget, inventory and implementation of new systems that have brought efficiencies to departmental operations.

Prior to his appointment to Fire Chief, he served as the department’s Administrative Division Chief, responsible for the department’s Direction and Control and Communications Programs. In that capacity, he was responsible for all the administrative and communications functions of the Torrance Fire Department, among them directing testing and hiring of personnel, and integrating Fire’s dispatching function with the Torrance Police Department’s public safety communication center.

William Racowschi graduated from San Pedro High School and received an Associate Arts Degree in Fire Science from Los Angeles Harbor Community College and a Bachelor’s Degree in Vocational Studies from California State University in Long Beach.

Brian McCue
Security & Training

Brian McCue

Brian McCue is a professional Risk Management and Security Consultant. In 1998 Brian enlisted in the United States Marine Corps after studying Law Enforcement, Community Policing and Psychology at Curry College in Boston. Brian spent 8 years in Marine Corps Special Operations and was awarded numerous combat awards with valor for actions taken in operations in Afghanistan, and Iraq.

In 2004 Brian McCue completed his tour with the Marines and started his risk managing and consulting career. Since then he has protected dignitaries, high net worth families, athletes and movie stars from all over the world. His expertise in security and counter terrorism has led to years of program development, contract set up as well as information gathering and analysis in the countries of Kosovo, Iraq, Afghanistan, Libya, Yemen, Israel, India and Malta. Brian routinely trains and consults for the US Special Operations Command, FBI and various intelligence agencies on security, tactics, personnel recovery and medical aspects in austere and combat environments.

Sean Scott
Disaster Recovery

Sean Scott

After witnessing close friends and his community devastated by wildfires that swept through Southern California in 2003 and 2007, which combined destroyed over 6,000 homes and damaged countless others, Sean Scott realized that disaster survivors desperately needed a roadmap to walk them through the recovery process. And so, The Red Guide to Recovery – Resource Handbook for Disaster Survivors was born. Now used by fire departments, relief organizations, government agencies, and communities across the U.S., The Red Guide to Recovery is helping countless people prepare for and recover from disaster events.

It is Sean’s hope that this book will empower individuals, families, and whole communities to make sound decisions in the midst of one of life’s most difficult trials. This will help them not only rebuild their lives, but also provide the insight that will make them more resilient before a disaster strikes.

Sean has spent over 32 years in the construction and restoration industry helping thousands of families restore their homes, businesses, and lives. Sean lives in San Diego, California with his wife and two children.

Major General (Retired) Peter Gravett

In April 2002 Major General Peter Gravett retired following more than 35 years of service in the United States Army and the California Army National Guard. After graduating from Officers Candidate School, he was commissioned a Second Lieutenant of Armor in the Army National Guard while serving in the Los Angeles Police Department. He served concurrently in the California Army National and the Police Department for over twenty years. Upon retiring as a Watch Commander and having served in Detectives, Tactical Operations, Gang Investigations and numerous other key assignments, to include Training Division, he retired from his law enforcement career and returned to active military duty.

During the second part of his military career he held a variety of command and key staff positions in various units overseas including duty in Asia, Western Europe, Central Europe, Central America and the Caribbean, as well as throughout the United States, including the Pentagon. In the Partnership for Peace Program after the fall of the Berlin Wall he served as a Senior NATO Military Representative in Kiev, Ukraine and was one of the US military advisors to the Ukrainian President. Following the events of 9-11 and for the next two years he deployed soldiers to Iraq, Afghanistan, Kosovo, Bosnia, The Sinai and Guantanamo, Cuba (GITMO). He has been presented over 25 awards and decorations including the Legion of Merit and the Distinguished Service Medal, the nation’s fourth highest award. Additionally, he has been recognized with awards from Japan, South Korea and Germany. His military career culminated with the command of 16,000 soldiers in the 40th Infantry Division (Mechanized).

General Gravett holds a Master’s Degree from USC and Executive Diploma’s from Harvard University and the University of Virginia. He is a graduate of the FBI National Academy, the Army’s Command and General Staff College and the United States Army War College.
